I would think it is a bushing problem. I would try replacing them, and you can buy a kit that might be more cost effective, see this link: https://www.rbadoor.com/dor-o-matic-1990-repair-kit-pbx-2.html . I will also send you the installation diagrams.

My guess is the top latch is worn, or the rod bushings are broken off. Both of these parts are pretty easy to replace. If the top latch is not retracting all the way in the bottom rod will drag on the floor. I think what is happening is when you push in the panic bar to top latch is not rolling all the way over. The top latch has to roll all the way over to hold up the bottom rod. When the top latch hits the strike, it releases and the bottom rod drops. 9 out of 10 times the problem with the bottom latch on the Dor-o-matic / Falcon 1990, is related to the top latch. The Bottom Latch just drops with gravity, the Top Latch holds is up until the Top Latch is triggered when it hits the top strike. I would look @ the Top Latch First. Manually work the Top Latch with a screw driver and is if the bottom latch is dropping.
